Solutions:

1) You want to go 11 seconds into the past and go at a speed 2 times normal.

(((X – 16) * 2) + 21) = (2)X + (–11)

2) You want to go 13 seconds into the past and go at a speed 1/7 of normal.

(((X + 21) ÷ 7) – 16) = (1/7)X + (–13)

3) You want to go 37 3/7 seconds into the future and go at a speed 2/7 of normal.

((((X – 16) ÷ 7) + 21) * 2) = (2/7)X + (37 3/7)

4a) You want to go 26 seconds into the future and go at a speed 2/7 of normal.
4b) Duh, you really wanted to go 26 seconds into the past and go at a speed 2/7 of normal.

((((X ÷ 7) + 21) x 2) – 16) = (2/7)X + (26)
((((X + 21) ÷ 7) – 16) x 2) = (2/7)X + (–26)

5) What is the farthest you can go into the future using these blocks? What is the farthest into the past you can go using these blocks? You have a friend that has a third generation model that must use exactly four blocks. What is the farthest your friend can go into the future and past using all four of these blocks?

Using any number of blocks:
(((X ÷ 7) + 21) x 2) = (2/7)X + (42)
(((X ÷ 7) – 16) x 2) = (2/7)X + (–32)

Using all four blocks:
((((X – 16) ÷ 7) + 21) x 2) = (2/7)X + (37 3/7)
((((X + 21) ÷ 7) – 16) x 2) = (2/7)X + (–26)
